The administration head of Mumbai city is the Municipal Corporation ((Brihanmumbai Municipal Corporation (BMC)), whose ostensible head is Mayor who has few executive powers. The office of mayor is a primarily ceremonial one, with its occupant being elected annually by the BMC. The real executive power of the corporation is vested in the Municipal Commissioner, an IAS officer appointed by the state government in every three years. For better administrative purposes, Mumbai is divided in 23 municipal wards each headed by an Assistant Municipal Commissioner, who is voted through a popular vote. Mantralaya is the administrative headquarters of the Government of Maharashtra in south Mumbai, built in 1954-55. Major administrative departments like the IT department, Finance Department, Employment & Self Employment Department, Food, Civil Supplies & Consumer Protection Department .etc, are under Mantralaya.

The Mumbai Police is headed by a Police Commissioner, an IPS officer firm. Mumbai has 84 police stations. Its is divided into seven police zones and seventeen traffic police zones, each headed by a Deputy Commissioner of Police. Mumbai Police is under the control of state Home Ministry.

The Bombay High Court one of the oldest and chartered High Courts in the Country has a bench in Mumbai. It has Appellate Jurisdiction over the State of Maharashtra, Goa , Daman & Diu. In Bombay it has Original Jurisdiction in addition to Appellate.The Small Causes Court and the Sessions Court are the two lower courts in Mumbai.

Mumbai contributes six seats to the Lok Sabha (India's Lower House of Parliament) and thirty-four seats to the Maharashtra State Assembly. Some city services are administered by the state while others, such as communications, are the responsbility of India's central government. As the capital of Maharashtra, Mumbai is the site of the state government's headquarters.
